I own a shop, and think this; The thermostat should open at 195-210 degrees, depending on what degree thermostat is in it. Yours should have a 190-195 degree in it. If its sticking, then it may not open until much later or not at all, so don't take any chance with it. If you think its sticking, then replace it.
As for the fan; It should come on at or near 220 - 225 degrees. Many times the fan will not come on at all if its not hot outside, and you are driving, but it should come on if the vehicle is sitting still, and no air is flowing through the radiator. The other fan will come on as soon as you turn on the AC unit as its called a condenser fan, and the other is called an engine cooling fan. They will sometimes both come on if the weather is hot outside. If you have any doubts about the operation of these fans, have it checked out by a shop right away, or you could do some serious engine damage such as warping the heads.
