What's the benefit of a wing with negative downforce on a Honda Civic?

I saw a Honda Civic over the weekend with a large sheet-metal spoiler/wing on the trunk. However, rather then being angled to create downforce, it had a negative angle that would create lift. By creating lift on the rear of the car, does it give you the feeling that your going fast when you're not?
