Generally speaking, car body primer is fine for use on metal and plastic miniatures. However, it's impossible to account for the coverage or finish of every possible brand of car body primer, so you would be well-advised to test the finish on something disposable - I would suggest a piece of unwanted sprue, as it's the same plastic as the miniatures you're painting.
Make sure your chosen spray has a matt finish (as it should if it's a primer) and bear in mind that it may not give the same adhesion or texture as a spray designed for miniature painting, but otherwise you should be fine.
